This position is located within the Department of Health Care Finance (DHCF), Health Care Policy and Research Administration (HCPRA), Division of Analytics and Policy Research. The position will serve as a Data Analyst responsible for developing policy for administration of Medical Assistance programs administered or monitored by DHCF based on sound analysis of local and national health care and reimbursement policies and strategies.

Duties and Responsibilities

The incumbent will perform research regarding state and federal policies, health care delivery models and systems, and health services utilization and costs. The incumbent will perform these tasks using various datasets, including the District’s MMIS, MDS, or national health services databases. The incumbent supports the development of agency policy, program integrity and fiscal oversight. The Data Analyst will dedicate their time to analyses related to value-based purchasing and quality performance measurement and reporting in collaboration with the Health Care Delivery and Management Administration within DHCF. Specifically, the incumbent ensures coordination and consistency among health care and reimbursement policies developed by various Administrations within DHCF, plans and evaluates all activities relative to multiple District wide components of Medicaid, CHIP, Alliance and future locally funded healthcare delivery systems include data collection systems, performs detailed analyses information, such as rate-to-cost coverage of all Medicaid and Alliance providers in any given calendar year, to allow for the identification of administrative efficiencies and coverage/delivery policy areas for improvement.

The incumbent also develops and produces trend analysis for all DHCF programs to determine spending patterns for each program; performs detailed data analysis required for Medicaid State Plan Amendments, waivers, rule filing packages, and annual and monthly reports; conducts detailed data analysis on databases containing healthcare claims using statistical software packages such as SAS, SPSS or STATA; reviews and provides detailed analyzes both state and federal laws, regulations and policies to project reimbursement rates for Medicaid and Alliance fee for service and managed care providers in order to estimate payments for each provider; develops detailed reimbursement rates for institutional providers, such as hospitals, nursing homes and ICF/MRs as well as ambulatory providers, i.e. physicians and dentists and managed care organizations; analyzes payment rate-to-cost coverage of Medicaid and Alliance providers in any given calendar; collaborates with the Health Care Operations Administration to ensure timely submission of new reimbursement rates into the MMIS system, including establishing rates per code for HCOA to input into reference file; performs detailed and accurate rate-setting analysis required for Medicaid State Plan Amendments, rule filing packages, and annual and monthly reports; assists in the development of Medicaid and Alliance reform initiatives related to rate-setting; independently researches and analyzes the medical, demographic, legal, ethical, political and financial components of payment issues and makes recommendations based on research findings.

Qualifications and Education

Specialized Experience – Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and this is typically in or related to the work of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

Bachelor’s degree in a related field is preferred.

Working Conditions/Environment

The work is performed in a typical office setting. On site beneficiary and provider investigation work is performed in the homes of health care beneficiary and may involve visits to the offices of health care providers.
