ABOUT CJA

The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor`s Office of Criminal Justice. CJA is the City`s main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to approximately 200,000 persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency`s internal and externally shared database systems, which are used to conduct descriptive and evaluation research on arrestee characteristics, case processing and court outcomes, and on issues and potential reforms to criminal justice policy in New York City. CJA`s programs operate in the criminal courts and detention facilities 24 hours a day seven days a week within the 5 boroughs of NYC, employing over 250 employees, citywide.

POSITION SUMMARY

The Data Analyst will process, manage, and assemble quantitative datasets for CJA`s Research Department. This individual will support the ongoing restructuring of CJA`s database and the production of new measures by collaborating closely with colleagues across the Research and IT Departments. The Data Analyst also will report on key statistical metrics related to case processing and court outcomes.

PRIMARY RESPONSIBILITIES

  • Program complex measures via SQL syntax
  • Create and shape research datasets
  • Respond to user feedback by modifying stored procedures
  • Design procedures to optimize data quality and automation for recurring projects
  • Document design of data processing through technical memos, codebooks, comments, and good programming practices
  • Investigate and resolve data issues with high level of complexity
  • Clearly communicate complex technical concepts to various audiences
  • Implement programming solutions by soliciting and distilling information from senior staff
  • Prepare statistical analyses to display research findings
  • Write and edit research reports
  • Create clear visualizations

REQUIRED QUALIFICATIONS

  • Bachelor`s degree required in data science, criminal justice, economics, political science, public policy, sociology, or related field
  • At least 1 year of work experience with SQL (Microsoft SQL Server/T-SQL preferred)
  • Export data efficiently and accurately from relational databases, using advanced SQL techniques
  • Experience with at least one of the following: Python, R, SPSS, or Stata
  • Experience with Power BI (preferred) or Tableau
  • Experience merging and analyzing large quantitative datasets
  • Experience with Excel
  • The ability to work both independently and collaboratively, with a high level of organization
  • The ability to handle a variety of tasks and assignments concurrently while adhering to specific instructions, technical direction, and deadlines
  • Keen attention to detail
  • Desire to learn about the idiosyncrasies of processing criminal justice system data
  • A willingness to take initiative and see complex tasks through to completion

The ideal candidate will also have experience with inferential statistical methods (e.g., chi-square tests, t-tests, factor analysis, multivariate regression).

LOCATION: Lower Manhattan

SALARY: $58K-$62K

Note: This position is expected to operate on a hybrid schedule with in-person work at least 3 days per week. The successful hire must be able to assume responsibilities that are both remote and on-site, in accordance with CJA policy at the time of hire. Terms and conditions are subject to change based on business needs and prevailing public health guidelines.
